New DNR Recycling Rules

The Department of Natural Resources is required in the current budget to develop two new recycling rules. Public input is requested by phone, e-mail, mail or attendance at statewide listening sessions held during the week of November 26, 2001. Focus meetings were held in mid-November to develop examples and points for consideration. Public comments may address these guidance items or suggest alternatives. General comments are also welcome.

1. Efficiency Grant Program:

This program would establish additional recycling grants to reward or encourage efficiency.
Three examples of a possible grant program were developed for discussion purposes. A fourth example addressing research and studies was also proposed for discussion and would be funded from a portion of the main new grant. Variables among the examples may include the following:

  • methodology for choosing applicants (e.g., projects are ranked based on individual merit in achieving efficiency types vs. meeting as many criteria as possible)
  • time that efficiencies are achieved (e.g., efficiencies achieved before grant institution vs. efficiencies to be realized afterwards)
  • funding distribution (e.g., piece-of-the-pie vs. dollar amount requested until funds run out vs. flat rate based on RU population)
  • project components and other criteria (e.g. cooperative service agreements, consolidated RUs, county RUs, environmental benefits, and meeting specific collection, participation, or cost standards).

2. Pilot Program for Alternative Materials

This pilot program would allow several willing local units of government to experiment with collecting alternative items as part of their recycling programs. No additional grants are associated with this program. Public input for this program will consist of discussing four basic questions:

1) What materials should be recycled?
Sub-topics include type of substitution, flexibility, business components
2) What goals should be set?
Sub-topics include goal definition, who should have goals
3) How should the Department establish a list of new materials and measure achievement?
Sub-topics include criteria for Department decision and reporting and assessing results
4) Who should be eligible and on what basis?
Topic explores how potential volunteers should be chosen
