Question 1.
Materials to be recycled
The department is directed to administer
a pilot program that provides an alternative method of complying
with s.287.11 (2)(b), which reads:
A requirement that the occupants of single-family residences,
buildings containing 2 or more dwelling units and commercial,
retail, industrial and governmental facilities in the region
separate the materials identified in s. 287.07 (3) and (4).
(See attached sheet outlining materials in s. 287.07 (3) and
(4))
The objective of this program is: To
improve or increase the level of recycling by local governments
by allowing greater flexibility in materials to be recycled.
The focus is on materials to be recycled.
Sub-Questions:
a) How should flexibility in materials
to be recycled be defined?
· one-for-one substitution (e.g. substitute textiles
for plastics)
· flexibility in all materials to be recycled (e.g.
Each RU can choose materials to be recycled from a list of
acceptable materials)
b) Should the program distinguish between
business and residential recycling, such as
· allow substitution in business recycling; no change
in residential program
· allow substitution in residential recycling; no change
in business program
c) What alternative materials should
be added to the list of acceptable recyclable materials?
d) Should the rule include flexibility
for participating unit(s) and/or others to add a material
that is not on the "accepted list"?
Question 2.
Goals
The department is directed to set goals
for amounts of materials to be recycled as a % of solid waste
generated in the geographic areas served by a responsible
unit.
Sub-Questions:
a) How should amounts of materials to
be recycled or rate of recycling be measured?
measured on an individual material basis (e.g. 15% of the
scrap metal generated)
measured on an aggregate basis ( e.g. overall goal to recycle
35% of all solid waste generated)
b) To determine "goals", we must have baseline information
depending upon whether measurement is on an individual material
or aggregate basis. How can this information be obtained and
who should pay for it?
· Aggregate basis - the amount of solid waste generated
and the current recycling rate
· Individual material basis - the amount of waste generated
for the selected materials to be recycled and the current
recycling rate
c) How should goals be set?:
· state-wide, regional, local (RU level)
· Adjusted for
- Population density
- Geographic area
- Population (e.g. < 25,000; 25,000 - 50,000; >50,000)
d) Should the goal be a minimum level
above where it is now or a desired level of achievement to
work towards in a prescribed time period?
Question 3.
Department Requirement to Establish Procedures for Identifying
Materials and Measuring Goals
The department is directed to specify a procedure for a RU
to identify the materials it will recycle under its recycling
program. The department is further directed to specify a procedure
to determine whether a RU has achieved the goals of alternate
compliance.
Sub-Questions:
a) What should be included in the "procedure
to identify materials to be recycled"? Some ideas to
consider include
- Potential to succeed
- Viable market/processing infrastructure
- Environmental benefit
- Cost savings
- Tonnage increase
- Availability of baseline data and ability to measure
collection over time
b) What should be included in the procedure
to measure achievement of goals? Some ideas to consider include
- Reporting procedure options
- Frequency of reporting
- Method of reporting (electronic?)
- How to assess accuracy of reporting, quality of data?
(measurement standards??)
- Role of "full cost analyses"?
Question 4
Participation Eligibility Requirements
It is likely that the department would
establish eligibility requirements and selection criteria,
to be applied in a competitive selection process. We have
listed below some examples of what might be included in an
eligibility requirement, and as criteria in a selection process.
Please comment on these and add your suggestions.
Sub-Questions
a) Eligibility requirements:
- Must be a RU within groupings as set by the law (3 of
each size)
- Must demonstrate ability to provide base line data and
reliable measurement of collection (solid waste and recyclable
materials)
- Must demonstrate the environmental or other benefit of
this/these materials
b) Selection criteria (in case of a
competitive process)
- Geographic representation
- Population/Demographic representation in addition to
that set by law
- Some prioritization of materials or benefit
- Innovativeness/creativity
- Partnership(s)/cooperation
- Increase in diversion rate of recycled materials
- Environmental benefits of project(s)
